Evolution of the Non-Discrimination Ordinance

MAY 9TH, 2016 – INTRODUCTION OF THE NON-DISCRIMINATION ORDINANCE

Mr. Buddy Freeman, chairperson of the Montevallo Acceptance Project (MAP) introduces the organization’s draft of a Non-Discrimination Ordinance to the Montevallo City Council for consideration. This draft is the original, unedited version of the Non-Discrimination Ordinance. The ordinance included informative definitions pertaining to the non-discrimination ordinance. Under the original ordinance, several rights were declared,

Certain exceptions were outlined, as applicable to Section 2 Civil Rights Declared. Found in original ordinance document Section 3 Exceptions,

Section 4 Enforcement is also notable in the original ordinance. As noted in later final drafts, the enforcement of the ordinance became a topic of contention.

Within the City Council minutes from May 9th, 2016, there are documents presented to the City Council by Mr. Buddy Freeman, as well as information regarding statements given by community members on their belief that the non-discrimination ordinance would provide for an inclusive and safe environment for LGBTQIA+ individuals and their families within Montevallo. Mayor Dr. Holly Cost finalized the conversation regarding the proposed non-discrimination ordinance by taking the ordinance into consideration with the City attorney, who could “review the document to ensure the legalities on behalf of the City…upon receipt of the attorney’s statements, the Council will consider the issue and determine if the ordinance should be added to a future Council agenda for vote.”
